The Voluntary Embedded Networks Code of Practice establishes a best-practice framework for how Embedded Network Sellers (ENS) operate in Western Australia. Participation is currently optional, but strata schemes that run or contract embedded electricity networks should understand the requirements now, as the WA Government plans to introduce a mandatory Code of Practice under the new Alternative Electricity Services Framework.
This mandatory version—based on the current voluntary Code—is now undergoing consultation and is expected to take effect in late 2025 or early 2026.
For strata companies and managers, this means stricter obligations are coming around billing, customer protections, transparency, pricing practices, dispute processes and operational compliance within embedded networks. Schemes operating private electricity infrastructure—common in apartment buildings—should begin reviewing their arrangements, contracts and metering practices to ensure future compliance.
